This Memorandum of Understanding (MoU) signed between Indian Institute of Ecology and Environment, New Delhi and Standing Conference of Public Enterprises (SCOPE) for mutual cooperation witnesseth in the following lines :
PART "A"
The Indian Institute of Ecology and Environment New Delhi has the appropriate technology for the transfer of knowledge in the areas of environmental engineering, pollution control, environmental impact assessment, environmental management, natural and wildlife conservation and environmental laws.
The Indian Institute of Ecology & Environment wishes to present and transfer the technologies, publications, research findings relating to the hundreds of research presently done, others to be completed in future, publications in the form of audio as well as video for the proper awareness for the protection of our environment in the Public Sector Undertakings through the Standing Conference of Public Enterprises (SCOPE). The motivation for bringing awareness has been bases on the issues of environmental education discussed in the deliberations at Founes in 1971 and later at Stockholm in 1972 followed by the workshop on the environmental education at Belgrade in 1975 and then an inter-governmental conference at Tbilisi in 1977 organised by UNEP and UNESCO. Though this MoU, the Indian Institute of at Tbilisi in 1977 organised by UNEP and UNESCO. Though this MoU, the Indian Institute of Ecology and Environment having offices and infrastructure at New Delhi and Madras will cooperate with SCOPE in the following manner:
1. IIEE will present all the publications free of charge.
2. IIEE will guide and assist SCOPE and its members in controlling pollution by giving suitable advice from time to time.
3. IIEE will train the policy makers and experts of its PSUs in the areas of pollution monitoring, environmental engineering, research methodologies and systems analysis, disaster and risk management plans and other depolluting techniques.
4. IIEE will assist the PSUs and SCOPE in getting the U matic TV and video films produced based on any development oriented theme for the image building of the concerned public sector.
5. IIEE will collaborate with SCOPE for having the joint seminars, workshops, training programmes, earned Postgraduate Degrees, diplomas and Doctoral Programmes (Ph.D/D.Litt.) in association with universities, deemed universities and institutions in India as well as in developing/developed countries.
6. IIEE will guide SCOPE and PSUs in having right and first hand information on world environment order as well as funding scopes from the global/national funding agencies.
PART "B"
Indian Institute of Ecology & Environment (IIEE) and Standing Conference of Public Enterprises (SCOPE) will agree to be points mentioned above. Now, SCOPE will offer its services in the following manner for mutual cooperation:
1. SCOPE will exchange information and publications free of charge.
2. SCOPE will make use of the research and consultancy of IIEE.
3. SCOPE will implement environment friendly projects on PSUs with support from IIEE.
4. SCOPE from time to time intimate PSUs regarding the research/consultancy support of IIEE available in different areas.
5. SCOPE will make use of the training programmes organised by IIEE/joint IIEE-SCOPE by recommending these courses for the officers of the Public Sector Undertakings for the protection of environment.
6. SCOPE will act as catalyst in getting the environment friendly schemes implemented through Public Sector Undertakings like the greening programme, depolluting programme environmental education programme, environmental laws programme, environmental information programme, audio video film production programme etc.
In testimony whereof, the parties to this MoU have hereinto set and subscribed their hands for the continuance of the ( MoU).
